Leave it off for plain joins where quotes would just be noise.

Do empty lines get removed?

Yes, automatically. A list pasted from a PDF or chat usually carries blank separator lines, and every one of them would become a phantom empty item in the joined output. The tool drops them before joining, and the count reflects the real items - if the count is lower than the lines you pasted, that is the blanks leaving.

Is there a length limit?
